Ontario Planning Journal: Northern Ontario
“Collaboration or Coercion?”
Shelagh McCartney
_2015 November/December

Shelagh McCartney was a featured author in the November/December 2015 issue of Ontario Planning Journal. Collaboration or Coercion? Investigates the role of planning in remote and isolated First Nations communities through an analysis of current Ontario provincial policy. The model of “joint planning” is critiqued for its inability to create equitable partnerships and its lack of focus on just outcomes. A counter-model is offered which focuses on the value of local knowledge, and finds planning solutions in community-driven processes.
